Creating new users

Ok here is my situation...I am a HS teacher and the school district has
installed software so that when the computer is re-booted the C drive goes
back to its original configuration, files saved on C drive...everything. I
am able to log on as administrator to create new limited users. I am also
able to move the documents and settings folder/my documents folder to the
network drive. The problem is when I move the folders all other users have
access to the folder and that is not acceptable. Does anyone have a soution
for me????? Basically I need access security for 6 different folders.

Possibly the destination folder on the network has permission which is
allowing everyone access.
 
The network maybe allowing everyone access I do not know for sure. What is
the optimal solution to give 6 different limited users file security to
protect their files? ...just as in my previous post the C:/ drive is frozen
and nothing can be saved to it.
