Creating KVCDs?

Is there a freeware for creating this video format, does anyone know?
The forum all roads lead to on the net point to kvcd.net to find
answers, but it's not a free forum. I belong to so many free ones, it
was disappointing to come across this one. So was hoping there was an
easy way to deal with this file format (it's for burning more onto
CD-R than the standard 60-80 minutes or so). Tx.

An easy Google seems to suggest that all you need is TMPGenc from
http://www.tmpgenc.net/e_main.html
and templates from
http://www.weethet.nl/english/video_kvcd_intro.php
