Creating custom installer

How can I create custom installer package?
I'm using vb.net 2003 and targetting on win98 - xp
The trouble with package generated with visual studio is language. There is
no choice of Finnish, wich is essential for my projects!

I had the same problem with Dutch. Try InnoSetup (www.jrsoftware.org)
