creating custom actions in rules

Hi,

I am trying to create a "custom action" as defined within
rules for email. The option remains greyed out and will
not let me do so.

I am trying to create a rule or a macro that will take
action on all of the emails in my junk mail folder and
forward them to my ISP to include in there spam list.
It's weird I know how to create rules, but can't seem to
figure out how to make this work.

I'd appreciate it if whoever answers could also send the
answer to my above email address...thanx!!!
 
Custom actions are add-ins written in C++.
