creating a template

How do I create a template that has 2 columns (the left column = 1/3 the page and the right column = 2/3 the page in width) such that text flows automatically to the right column without having to tab down in the left column (i.e. both columns are capable of accepting text without disturbing the other's formatting while having the right column be the principal text one)?
 
This is a table (probably with no borders). See
