Creating a report with criteria

How do I create a report grouping a list of people by department and listing
the average number of required training hours by department and calculating
the average training hours for the entire company displaying it at the bottom
of the report?

This is too broad a question to go into any detail, but....

Use a Totals query to Group by Department, and develop the Average by Department.

Department | AvgTraingHours : YourTrainingHoursField |
Group | Avg |

Place Department and AvgTrainingHours in the Detail section of the report to display
each Dept and it's Avg.

On the report, in the Report Footer...
= Avg(AvgTrainingHours)
will yield the Avg over all departments.
