Creating a mandatory theme for all users on PC

Is there a way that I can create a mandatory theme that will be applied to
all the users on the PC? I work in a Enterprise environment, and we are
rolling out about 100 laptops with Windows XP. We want to make the
backgrounds and appearance the same for everyone, but lack the ability to do
this from the network. How can I do this locally without using local policies?

Setup a profile on the laptop configured the way you want and then copy
that profile to C:\documents and settings\default user. If you are
using Ghost, do this on the master image.

I created a OU for a group of users, and then assigned Group policy.
Under GP, you can assign to use the same wallapper for everyone.
