Create mailbox without user account

Is it possible to create a mailbox and just assign rights to it (for other
users to access) without creating a user?

We want a public mailbox for outside users to send to and a couple of admins
to be able to go into this mailbox and have full functionality (read, reply,
etc.)

So my best bet is to just setup a dummy user so it creates a mailbox and set
rights on that mailbox for the others to go in and view the incoming messages?

How about replying?

Yes... that will probably be the best. The users will need to remember to
put the mailbox's address in the from field.

To auto-fill the From field you can use RightFrom application:
