Create Company letterhead Template

I want to create a .dot with our company logo (.tif) embedded in the document.
The problem I'm having is that the graphic is along the left margin of the
page from the top to the bottom (not in the headed or footer) and can be
manipulated by whomever. I have tried reformatting, positioning behind, in
front, locking, everything and it can still be deleted, moved or altered.

You should still anchor the graphic to the header, even if it appears in the
left margin.

I did that, but when I use as the email stationary the formatting is messed
up. I want to be able to use as Outlook stationary. Is there a way to do this?
