create an Out of Office template

I am creating an Out of Office message and when I get to the section in the
Wizard I select "Perform a Custom Action" and try to find the message I have
created but it does not come up. I created at .txt message.
Can someone advise what I am supposed to do.
 
A custom action rule has nothing to do with the Out of Office assistant.
Help us help you by mentioning your Outlook version and whether you're using
Exchange as your mail server.
