From the above raw data how do I create a table as below ?

In B1 thru B5 enter:

=COUNTIF(A:A,"<4")
=COUNTIF(A:A,"<4.9")-COUNTIF(A:A,"<4")
=COUNTIF(A:A,"<5.9")-COUNTIF(A:A,"<5")
=COUNTIF(A:A,"<6.9")-COUNTIF(A:A,"<6")
=COUNTIF(A:A,">7")
 
Enter the below function into an adjacent cell, and then fill down:
=IF(A2="","",SUM($A$2:A2)-A2+1&IF(A2=1,""," - "&SUM($A$2:A2)))
