I am trying to creat a bullited list using capital letters inside of circles;
similar to the copyright symbol. Is this possible and if so, how do I do it?

A bulleted list by definition has the same character beginning every
paragraph. You'll find circled letters, etc., in the upper reaches of
Unicode (they're part of Japanese and Chinese fonts), but you probably
can't easily get Word to use them in numbered paragraphs. (Maybe if
you have Asian fonts enabled in Windows!)

Use a numbered list instead of a bulleted list, and find and use a
font that has circled letters and numbers. Harold Lohner's free
"Arrobatherapy" is one such font.

Go to Format / Bullets and Numbering and select the Capital Letters image.

You may have to set a style or otherwise separate the content of the
list from the lettered headings to use the desired fonts where you
want them.
