Why would cpu usage under task manager permanently run at 100% even when no programs are running - slowing down any programs that are run????

If the CPU usage is at 100% for System Idle Process it's normal. If it's for
something else other than that post the image name in here and we'll work it
out maybe?

This is often a sign of a virus or spy ware
have you checked for both?
