Firstly, if you click on the "Mem Usage" column heading in 'Task
Manager' so as to arrange the items from using the most memory at the
top to using the least at the bottom. Then no matter what webpage has
been loaded, it SHOULD be the item labelled "iexplore.exe" that takes up
the referred to "shoot up" in memory usage.
If you are wanting to know if it is "normal" for certain web pages to
take up resources, then yes they can.
But, a website can do this legitimately, or because it is, for instance,
busy installing a resource-grabbing virus!
As a result, you have to use your common sense and judgement (plus
having AV installed) for questions like this.
If you are regularly visiting a website that provides you with a valid
service, such as the weather, then it's going to be 99% certain that all
is just fine.
