CPU Usage at Idle

Under Task Manager, the CPU is listed as 40%. This has creeped up from 25%.
The computer is definately sluggish, and the services show the computer as
99% idle. I have nothing open, and I trimmed the services and programs that
start when the computer starts.

Any help would be appreciated.

Have you run Ad-Aware, Spybot or any other programs to detect and remove
spyware?

your comment is confusing, CPU is a column heading not an item in task manager.
being 99% at idle is perfect.
other items that are important are memory size, disk fragmentation and page file size.
also PREFETCH can cause problems, delete the contents of the prefetch folder, just contents not folder.
reboot and defrag.
