CPU usage at 100%

In task manager, performance tab, my CPU usage is constantly running at 100%. It slows down everything including my mouse. Programs are constantly freezing up and I have a problem ending them with task manager. I hope someone will be able to help me.
 
Can you identify the process in task manager? This will help me determine
what the problem might be.

I turn on Windows TasK Manager, there are various tabs, on Performance a box in the left top is CPU Usage, mine is always at 100%. I hope this is the answer to your question. Thank you.
 
Under Task Manager click on the Processes Tab. Look in the CPU column. What
process has the highest number (excluding System Idle Process)
