cpu speed suddenly improved , how?

hi,
i own a P4 2.40Ghz p.c for over 2 years. about 6 months ago, in one
of Borland's newsgroup forums, there was a thread about the subject,
accompanied with a small function/app to measure the speed.
i used it, and....the result was around 1.80Ghz!?
tried it on several machines at work, and the results were close to
their declared speed. obviously, i felt cheated by the dealer, which
assured me that everything is "kosher".
anyway, the issue was forgotten, until today. i googled with the
subject and came up with a utility to measure cpu speed.
tried it, and....the result is 2.387Ghz!?
tried again with the old one, and the result is the same, 2.387Ghz!
no hardware/bios modifications where done since i bought the pc.
how did i regain the correct speed?
the only thing that comes to my mind is related to the last week
activity, which was dedicated to get rid of a worm (blackmal.e),
using malware cleaning tools, uninstalling old norton systemworks
2003, installing and running norton 2006 Av and so on.
can anybody please explain the cause for that miracle?

I've seen at least one board where the bios setup value for cpu speed
actually changed after a reboot
