CPU runs at 60%+ all the time

CPU Situation:
System Idle Process (SYSTEM) is running between 40-50+
svchost.exe (SYSTEM) is around 30
svchost.exe (LOCAL SERVICE) is around 25

Those are the main culprits. Anything come to mind?

Try disabling (cautiously) selected services - Control Panel - Admin
Tools - Services. Highlight and then click Stop on the left to see if
there is an effect. If not, Start it again at once. Possible
culprits which you could then d-click and set Startup type as Manual are
Background Intelligent Transfer
Routing and Remote Access
Indexing Service
Universal PnP
(if you turn off the last, turn off SSDP Discovery too)
Alerter
Messenger (which has nothing to do with the Instant messenger)


Do *not* turn off RPC in spite of the current problems attacking it - if
turned off the machine might run about a minute, and it is very tricky
to turn back on
