the best app that I have seen that can do this is truelaunch bar but its not
free.

samurize is free and has the ability to do this too, but you would probably
have to make the theme yourself....
 
Anyone know of one?
If your on me 98 or previous, the only freeware one i know that
correctly records cpu utilization is process explorer (iarsn task info
being the only pay one i know).Theres a bug in 98 and earlier OS that
tricks most cpu scanners to see 100% utilization when there isnt.

This was not the case until the use of '686 processors. Net Medic (Now
defunct) was able to show '486 and '586 processors in 95 and 98 with
no problem.
