cpu fan occasionally

What can I do if I notice that my cpu fan occasionally does not work when I
boot up the pcl. Sometimes I have to manually turn it (initially push you may
say) and then it will work. Cos the best option is to replace it which I am
trying to avoid. Thank you.

I think you have no choice. Maybe you can take again your fan, clean it and
put back again, and see how it works. But my advise is to get a new one. If
your fan stop meanwhile working yoour CPU may heat up and stop working.
 
Just replace the entire fan/heatsink assembly. There are many
web sites that have tutorials or "Step-by-Step" guides. The cost
should be under ~$15 for heatsink/fan and thermal paste. Left
unresolved you could end up with a damaged CPU - just fix it
to take it to a local PC shop and have it done.

Would you rather replace the "cheap" CPU fan or buy a new PC (expensive?)

Most standard CPU fans are between $15 to $100 and can be installed
successfully within 1/2 hour. If you do not get a CPU fan working constantly,
then your CPU will burn out and you need to replace this burnt CPU. Depending
on the "age" of the type of CPU you are currently using, you "might" have to
replace the complete PC ($500 or greater?)

No, it's pretty unlikely anything will be damaged, but if the temp gets too
high for too long, it definitely might shorten the life of the cpu. More
than likely the cpu will just shut down and refuse to work again until
things cool, which could take fifteen minutes or so depending.

Replace the fan. It's cheap and you already know how easy it is since
you're spinning it by hand, right?
