Have a system that after boot up system runs very slow.
After opening task manager it shows that the CPU is at
100%. I went into msconfig turned off all apps. I
rebooted system and it still happens. I looks like the
process csrrs.exe is hoging the cpu, but not positive.
Any help would be great.

Find out if the process you say is hogging the cpu, is essential for stable operation and stop it if it isn't essential. This will narrow down your options of what could be wrong. Hope this helps

And have you done a (systemwide) scan with an updated AVP? No you have not.
Had you done so, you'd have been able to answer your own question. Do so.
Now.

You have a virus! Update virus definitions and run full anti-virus scan.

Download Adaware from http://www.lavasoftusa.com/support/download/ and use
it to remove parasites.
