1. Use Windows Moive Maker to make a video
2. Use Camtasia Studio to record PowerPoint as video
3. Use some tool directy has this function such as this one:

Yes, you can.
Free way: open your PowerPoint, click the office button| save as |
other format | jepg interchange format.
Open your Windows Movie Maker, insert the jepg pictures, export the
movie.

By this way, the animations, sounds and video clips will lost.

If you want to convert PowerPoint to Video and retain all dynamic
elements, you can use PowerPoint to video converter but it is not

Well, you could convert your PowerPoint to Flash movie, I often
convert my presentation to Flash and then upload to my blog, then
others could view my presentation without difficulty.

Google it, you will find PPT2Flash (http://www.sameshow.com/powerpoint-
to-flash.html#110), authorgen (http://www.authorgen.com) and so on.
