Country Codes missing from telephon.cpl & Hyperterm

I am trying set up a USR 56K+fax modem on win2k3 server standard edition.
The phone & modem, telephon.cpl, applet refuses to show country codes in the
drop down list. I've tried removing and reinstalling the modem several times
in device manager and using the most recent .inf file from 3Com. Device
manager | properties | query modem shows everything is OK. Use this Device
is also selected in Device Manager.

Hyper Terminal refuses to allow me to make a new connection with a blank
country setting, so this is a very frustrating situation in which to be.

Any pointers to what needs to be reinstalled would be helpful. I found at
least another person reporting the same win 2k3 problem in the TekTips web
site, but nobody there offered a resolution. Ideas?...

I'll answer my own question. The system administrator (not me!) had
installed w2k3 sp1, then removed sp1. The result is the registry key:
hkey_local_machine|software|microsoft|windows|currentversion|telephony|countrylist
has a dword, CountryListVersion that is changed by SP1, but not correctly put
back by the de-installation. The correct value should be 0x119 pre-sp1. Sp1
sets the value to 0x11d.

To fix, set the dword value to 0x0, then re-boot the machine. Windows will
automagically put the correct value in, then you can run telephon.cpl and set
the modem up just fine!

Gee!, now doesn't that make you feel better?...
