On my report I am showing the totals by Target and then by priority. How can
I get the priority to subtotal within the target? Priorities are either 0, 1,
2 or 3.

Open the report in design view and right mouseclick the little square at the
upper left intersection of the rulers; choose "Sorting and Grouping". Add the
Priority field to the sorting and grouping dialog. Make the priority footer
visible and put your subtotals there.
