count if?

hi,
i have a column with percentages and i want to see how many cells are above
a certain value. and calculate the average of the cells above that value; any
tip of how to do it?
i have tried count if but i guess it is not the right one to use.....

thanks. the problem was that the values were links from other cells and the
formula wasn't working.
