Could not access network location

I have windows XP professional installed on my computer. I am a single user.
Most of my programs like office, Norton were loaded under windows 98
operating environment. I want to re-install Norton since I didn't realize
that that was necessary when going from 98 to XP. When I try to uninstall
NAV I get a message, Could not access network location <common
administrative tools>, All Users\. error 1606. How can I solve this problem?
 
I have a similar problem. The windows XP professional
machine cannot connect to any of the share drive on the
windows 2000 machine.

Initially I thought it was the ICF issue. But it's turned
off. I'm still trying to figure out.
 
1. Click Start, and then click Run.
2. In the Open box, type regedit, and then click OK.
3. Locate and then click the following registry key:
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Explorer\Use
Shell Folders
4. In the right pane of Registry Editor, double-click Commo
Administrative Tools.
5. In the Value data box , type the following line, and then click OK

*%ALLUSERSPROFILE%\Start Menu\Programs\Administrative Tools*
6. On the File menu, click Exit to quit Registry Editor.
7. Restart the computer
