Corrupted File Wreaking Havoc!

I downloaded a video file of a Tool show a few days ago. Now, I can't open
the file in any program and I can't delete it because windows says it's in
use by some currently operating program, even when nothing is running. It may
be coincidental, but ever since I downloaded the file I've been having lots
of performance issues as well, especially with media programs. I have checked
the file for viruses and come up empty handed, so I don't know what to do.
Can anyone help?
 
Hi,

Open the media player, delete the file from the playlist. Then close the
media player and try once again to delete the file.

It would be best to boot into Safe Mode, search for the file,
then delete it.
