corrupt junk mail filter

My not Junk-Mail is going to my Junk Mail.
I have hit the key Not-Junk and it still routes to Junk.
This will happen even to my other email accounts (I have 4 in Outlook 2003)
I have tried the repair several times with no change.
I have reinstalled Office 2003 twice with no change.
I have tried the scanpst file and could not see it in personal folders
although it showed errors. I do have a 10 meg pst file.
I have all the current updates including the Junk filters.
I think the solution might be to reinstall the Junk filter updates, but have
not been able to figure out how to do this.
I would hate to have to delete the program entirely but would do so if I
knew the problem was in the program part of Outlook 2003 rather than the PST
file.
I looked at the fix for PST files over 10meg and they seem rather daughting
to me.
O yes I have even tried changing the levels of Junk and turning it off and
nothing changes.

I went to this URL and the description of the problem fit exactly the issues
I was having.
But when I followed the instructions to the Associated Contents Tab it did
not contain the Junk-Email rule.

Any other ideas?
 
You have probably already thought of this, but please take a look at the
following threads I have found:

"I found the answer to my own question and it may be helpful for others. When
you mark some "Mark Not as Junk Email" it will sometimes ask you if you want
to accept all email addressed to that email address. If you mark that box, it
will clear all email to that address without checking. I unknowingly did
that, thus all email was being passed through."

"Go to: Actions > Junk E-mail > Junk E-mail Options...
Click on the Safe Recipients tab.
Remove the addresses here.

Even though the addreses here were not my address and did not appear in the
To line of the junk mail I was getting, removing these addresses from this
area fixed my junk e-mail filter problem."
 
Yes, I did read that somewhere.
But its to the point where I can not send one of my email addresses to my
other without it going to junk. Both are on the same Outlook 2003 account.
Since the Outlook fix url didn't work that deleting the Junk Mail account
might work?
