Corrupt administrator permissions?

I have been having fits trying to install Microsoft Windows Installer
3.1 after an upgrade and some people have had success by fixing corrupt
administrator privileges.

In User profiles, I don't see how to examine this. I assume that one
must check in the registry. However, doing searches in the registry for
permissions, I don't find references that seem to be valid.

Does anyone have any ideas?

Well, you don't say what the problem is, so rather than give you a
solution, I'll help you with following your solution through - head to
technet.com, and look for a technote on restoring default security (as
it was at time of installation) on a machine. This has worked well for
me in the past, and has not created any additional problems.
