Hi, Cams.
As Shenan said, your programs will need to be reinstalled. Each
application's Setup.exe or other install program must be allowed to make the
proper entries in the WinXP Registry.
Your DATA files can be copied to the new computer just like any Windows
files - on floppy diskettes, by moving the old HD into the new computer case
temporarily, or by a cable or other network connection...or even via the
Internet.
There is a difference between "copy" and "backup". If you copy a file to a
floppy, you should be able to easily copy it from there to any other Windows
(or MS-DOS) computer. But if you use a Backup program to back up a file to
a floppy (or to span multiple floppies), then you probably will need to use
the SAME Backup program's Restore function to retrieve that file. You
probably can't use the WinXP Backup program to Restore a file backed up by
an MS-DOS Backup program. :>(

Is there a way I can copy programs and files from my old computer to Drive
C on the new computer? I copied them from the old computer on floppy disks.
However, I cannot access any info from the floppies; I get a message to
the effect that there is a problem with shortcut. The program and files
appear on the disks, but marked shortcuts. I would appreciate a
step-by-step procedure that would permit me to transfer my programs/files to
the new computer.
