copying image to CF

Do I "have" to format each and every time I copy my new image over to CF?

I Fdisk, format, Copy Image, then BootNT each and everytime. If I don't,
I get Disk Boot Error?
Can the CF just be erased, new image copied, then NTBoot it?

Yes it can, just delete files and copy new one.
When you say NT you mean XPe right?

Also are you using disk overlay EWF. If you do then delete hidden partition
created during the EWF install.

Yes, it's XPe, however after I copy my images over I'm using NTBoot from the
Arcom Utility set.
 
I unfamiliar with this tool. I hope that you have a good reason why you want
to use it.
Try simple test.
Do not delete or touch ntldr.
Also make two entries in boot.ini and few seconds delay so at least you will
see if ntldr and boot.ini get loaded when you change files on your CF.
