Copying Graphs into another spreadsheet

I am taking a graph and copying it into another spreadsheet. The problem is this: Unless the original spreadsheet is open, the table/legend shows the percent as a decimal and not with the percent sign. How can I format the graph so that I don't need the original spreadsheet open and have the percent show with the sign

Hello Connie,

Activate your chart, hold down the shift key and go to the Edit menu. Select
copy picture.
