Copying across Documents & Settings files

Have a problem where XP messed up my login and I can't
use my prefereneces / settings etc.

Suggested that I create a new user, copy the original
files across to the new user folder under Documents &
Settings, using Take Ownership as administrator to give
myself permission.

Tried all that, thanks.

Problem - when copying many of the files under
Application Data \ Microsoft such as links, excel add-ins
etc I get an error message "Disk may be write protected,
inadequate disk space or file may be in use".

I'm logged in as Administrator in Safe Mode.

I still have 12.5 / 37.5Gb disk apce left.

Any ideas please?
 
Define a new account.
Log in with the new account and back out (creates its profile)
Reboot the machine (forces all file handles to close)
Log in with a third account that has access to both profiles,
but that is neither the copy from not to account
Copy whatever you desire from the old to the new except
files at the profile root that start with ntuser

Did all that, but same problem with the same files.

Am I missing something fundamental? The third account I
logged in with was Administrator from Safe Mode. Is this
OK?
