Copy System drive to another HDD?

I've connected a second HD to my PC as a Slave device. Is it possible to
copy everything from the C:\ drive (my boot partition) onto the other drive
and then swap them over so that the second drive becomes the boot drive? Can
Recovery Console be used to copy the System drive in this way?
 
You may wish to visit the support website of the manufacturer of your
new hard drive and see if they have a free utility program that you can use to
accomplish this task. For example, if you have a new Western Digital drive,
you can download their free Data Lifeguard Tools which includes "drive-to-drive
copy capability" (Ref: http://support.wdc.com/download/).
