Copy from 98 to XP

I want to copy all my programs and program settings(quick launch icons, start
on boot up, etc) from my win98 hard drive to my new install winXP hard drive.
What is the quickest and easiest way?

If you mean you have a completely separate, new HDD, then the only way is to
re-install all your applications.
 
In short, you cant...

All the apps/programs will need to be re-installed and will therefore be
configured with the default settings.
WinXP and Win98 both handle user profiles in very different ways so the
startup file and QuickLaunch will need to be re-configured for each new user
on XP.
