I am trying to submit a resume online and it is telling
me that I must enable cookies on my browser. I went to
tooks, internet options, privacy, and my level is set at
medium but I checked off to have all cookies from this
site accepted, but it is still not working

Suggest disabling any firewall until cookies are working correctly. Make
certain your time, date, and time *zone* settings are all correct.
