Cookies??? Do I have them or not?

While trying to use PayPal to make a purchase I kept getting the message
that my browser does not accept cookies. So I went into Tools, Internet
Options, Security, Custom Level. I couldn't find anything about cookies so
I'm not sure if they are enabled or not. Also, what are ActiveX controls?
Disabled is selected for "Download Unsigned ActiveX controls" Is that good?
I changed Software channel permissions to medium safety instead of high
safety. Is that good or bad? Most of these things I have no idea what they
mean or where they should be set. Where's the cookie button?

Spend some time with your Help & Support Center (start
button press help or WindowsKey+F1). Surf around and
search for various items. This is very handy tool.

(keep cookie setting at MEDIUM)

That's because it's under Privacy, not Security.
Also, what are ActiveX controls?

It's a thing that adds interactivity between your computer and websites.
Web masters and developers use these controls so you can perform various
functions on their website. That's why some sites require IE, because
some browsers don't recognize these controls - on purpose probably.

It's good. Mine is set at that too.
