I have a state map showing counties that is a gif. I am wanting to ungroup
this so I can color code the different counties. Is there anyway to convert
a gif to a picutre so I can ungroup?

GIFs and other "bitmap" or "raster" graphics are just collections of colored
dots that happen to look like a map or a picture of Uncle Hendretty. They
can't be ungrouped.

There are programs that will trace bitmap images and turn them into editable
lines and shapes but they're often more trouble than they're worth.

Best bet is to find a new map, one that's in "vector" (ie, lines, shapes, text)
format; you'll be able to ungroup and edit that in PPT.
