I am trying to reinstall Windows XP on a laptop machine with a DVD that
will recognize DVDs but not CDS. Is there a way to convert the Windows
XP CD to a DVD that will allow it to be recognized?

Wouldn't getting the drive fixed/replaced be a better idea?

It is my brother's laptop and I need to fix it before he gets back from
work. He won't be pleased to at all to see it not working. I am an
holiday and all my tools are not here with me. I would simply unplug
the disk, plug it into another machne, run chkdsk on it and put it
back, but I can.t

That REALLY must be a strange sort of DVD drive. Almost ALL DVD
drives are backward-compatible with CD formats. Where did you get
this DVD drive? In Mongolia?

Although the OP might have a Mongolian drive, it is unlikely. Since
combo drives like that use two different lasers - one for CD's and one
for DVD's - it is probable that the CD laser has failed and the drive
should be replaced. I'm sorry that his brother will be unhappy, but it
isn't the OP's fault that the drive failed.

Try this:

1) It REQUIRES a blank writeable DVD disk
2) It REQUIRES Nero 7. (don't know if it will work with previous
versions)
3) It REQUIRES a DVD "writer" which will READ CDs/ or DVDs Many
drives will both read CD/Rs and WRITE DVDs. If your DVD drive WONT
WRITE, it will be completely useless for making a copy of the XP CD,
or for making a DVD of the resulting image file.
4) It REQUIRES a legitimate (and bootable) XP install CD.

Part 1) Copy the Image from XP install disk to HD

1) Start Nero Burning Rom
2) Click on "Recorder" from Menu
2a) Click on "Choose Recorder"
2b) Choose your DVD Read/write drive (it will already be selected
if you have only one drive)
3) Click on "Recorder" again
3a) Insert XP disk in DVD burner
3b) Click on "Copy Disk"
4) When "New compilation" comes up, make sure "CD" is selected from
list in left pane
5) Click on Image Tab
5a) Under "Image file", give the image the name you want, making
sure to make a notation of the folder it will be saved to.
5b) Click on "Copy Options" tab
5b-1) Under "General", leave "on the fly" unchecked
5b-2) Under "Source" make sure your DVD burner is selected in
list.
5c) Click on "Read Options tab
5c-1) Select "Data CD" under "Fast Copy" settings. Uncheck
everything else.
6) Click on "Copy". The XP disk will be copied to an Image with the
name you chose, to the folder you selected.
7) At end of copy, eject the disk

Part 2) Burn the Image

1) Click on "Recorder" once again
1a) Choose "Burn Image"
1b) Choose image file you just copied to the HD from File list
2) When "Burn Compilation" comes up,
2a) Make sure "DVD" is set as the type of compilation in Left Pane
2b) Click on "Info" tab
2c) Leave all in that tab as Nero sets it
2d) Click on "Action" tab
2d-1) Check only "write" and "finalize disk" under this tab.
Leave all else as Nero sets it.
2d-2) Finally, click on "Burn" button.
2d-3) When XP disk is ejected and message comes up "waiting for
disk", remove XP disk and place a blank DVD (recordable) disk in drive
3) Nero will eventually start writing image. Make sure "verify data"
is checked at very bottom.

At end of process, the new DVD will be ejected. If you followed this
process, it should work with no problems. DON'T try to "tweak" the
process in ANY WAY, or you will probably get a BAD BURN.

This process will be different for different DVD burning software.
There will be different menu options, etc. Don't expect this process
to work exactly as I have outlined it using YOUR DVD burning software,
though the process will be substantially the same:
1. Make an image (ISO) of the XP CD on HD
2. Burn image (ISO) to DVD.
