I am trying to convert a long .doc file to a .txt file. (formatting in.doc
file was all messed up)

If I save the .doc as a Plain Text file, it does not clear all the
formatting. The new .txt file retains The Time New Roman Font, indents and a
lot of other stuff.

How can I get a clean start, without any formatting imbedded in the .doc?

You're either not saving it as a text file, or you're simply opening the
file in a text editor that uses Times New Roman as the default display font.

saving just isn't enough. On close You have to answer
the question, whether you want to loose formatting,
with yes. One way to avoid that, is to save the doc
as .txt and save it as .doc immediately afterwards.
Thereby you get a txt, that is no longer accessed by word.
Some of the formatting, that could be retained in a
txt-file, like indents substituted by blanks, may
nevertheless persist.
