Every time that I try to access my control panel icons or from my desktop whenever I try to open my properties to o
change my background or add/remove I get a message that says "Windows cannot access the specified device,
path, or file. You may not have the appropiate permissions to acces them."
 
Sounds like you arent logged in with admin privledges. What permissions
does your user account have?
