Is it possible to limit/eliminate/control when attachments
are sent. For example, I often do not want to send
attachments to the contacts listed on the cc line or when
I am replying. There are times when I don't even want the
attachments sent when forwarding.

When you are replying, attachments are not sent by default since replying
indicates you are mailing the original source of the mail who sent you the
attachment in the first place.

On forwards, you will need to manually remove the attachment.
