The control panel icon is gone. When I go thru start
settings thereisno control panel. Explorer has no control
panel and I need the services option so opening from the
command line will not work either. Any suggestions.

Try going to My Computer, and under other places see if
control panel exists.

Try Start>All Programs>Administrative tools>Services
 
here's a faster way, go to start>run
type in the word control then enter
that should do the trick
btw, i'm assuming you're using windows xp
