when i click on the control panel folder to open it it does not open. it
also freezes all other applications i have open. I then can't even re boot.
I have to switch off the power and start up again. When i start up again
everything else is working ok so long as i don't click on the control panel
folder.

Go into safe mode:
During the boot process press and hold the f8 key.
On the menu scroll to and select "Safe Mode", and press <Enter>.
When in safe mode:
Open Windows Exploer.
Right click your hard drive.
Click the Disk Cleanup button.
When the cleanup is finished, click the Tools tab from the same Properties
window.
Click Defragment Now.
