Control Panel

I am using Windows XP Home and suddenly my access to the Control Panel is not
working. I go into start, control panel, and it appears to start loading and
then stops and nothing happens. It then just ignores me and goes back to
whatever it was doing. I have run every spyware program I can think of. Any
thoughts?
