Control Panel

When trying to change anything in control panel - for
example adding / removing programs, changing the computers
display i get the following message:-

Windows cannot access the specified device, path or file.
Yoou may not have the appropriate permissions to access
the item.

Please if anyone has any ideas that may i can check on i
would be very grateful.
