Control Panel not showing

At our school we are just starting to use Vista Buisness. On one of the
computers, the users control panel won't show up. It did the first couple
times, but now just flashes an empty box and nothing happens? Is this a
security setting? The user has admin privileges on the computer. Should I
jsut reinstall the OS and set up the user accounts again?
 
Icons are missing from Control Panel, or you cannot start

I have one of the computers in question. When I go to Settings and click on
Control Panel a quick flash of a box opens and closes. This also happens
when I try to change my Display settings. I'll do a right mouse click on the
desktop and click on Personalize and nothing happens.
