Control Panel - not responding

I have brand new IBM 2.6Ghz PC. just installed it
yesterday including Windows Updates (critical+selected
recommended), Norton AV updates, and attached HP D145 All-
in-one. Was getting a lot of "not responding" errors from
Contol Panel and had to constantly shut it down with Task
Mgr. CP would open, but consistently hangs whenever I go
to printer/Fax, network connections, change to classic
view -- almost everything I've tested.
Call IBM support. We agreed best to reinstall factory
image which I did. Working so far, but I haven't applied
all the Windows Updates.
I have second XP machine (IBM 1.6Ghz). Just noticed I
have same problem on it. I used CP over xmas and didn't
notice any problems. I have not exchanged any files
between these machines. They are attached to same router,
but have not defined a home network yet. Both are using
Windows Update and Norton AV which are only common things
I can find at this point.
