Control panel not functioning

Hello
Suddenly my control panel is not functioning, the background is white and links like :" Add Remove programs" don't function, actually when turning into the classic view I can see that the link to "Add Remove" is not there
I have XP home , hebrew
Anyone can help

Two suggestions:

1. Check for a virus.
