Control Panel - Folder Permissions

Win XP Pro - SP2. There are times when I need to Rename or Delete a folder /
file and cannot. Where can I set / reset the acccess permissions to do this.
I have tried using the CMD (dos window) with CALCS with no luck.

Why do you think it's a permission issue. We don't care what you think. If you knew anything you wouldn't need to ask here. If you have a problem discuss that. You do not discuss why your solution isn't working.
 
Many thanks, lots of the info I need to address my problem. Have printed out
all the articles mentioned. Will revu them all.
 
I have the same problem but the properties aren't there. Also, the filename
is a string of vulgarity about a mile long. How would you deal with that?
